If you’re a full-time New York City government employee who has been putting off going back to school because of cost or time โ€” this programme was built for you. The Mayor’s Scholarship Program (MSP) has been supporting NYC civil servants for over 50 years, and its 2026 launch of undergraduate scholarships now opens the door to associate and bachelor’s degrees for eligible employees who want to advance their education without leaving their jobs.

The Mayor’s Scholarship Program is administered through the NYC Department of Citywide Administrative Servicesand connects eligible city employees with partner colleges and universities that fund and award scholarships directly. This is not a cash grant from the city โ€” scholarships are determined and funded entirely by the participating institutions, each with their own criteria and award amounts.

The 2026 undergraduate track is a new addition to the programme, which has traditionally focused on graduate-level scholarships. It represents a meaningful expansion for employees seeking associate or bachelor’s degrees as a pathway to career advancement within city government.

This programme is open to employees who:

๐Ÿ‘” Are full-time New York City government employees at the time of application

๐ŸŽ“ Hold a high school diploma or equivalent by the start of the scholarship year

๐Ÿ’ผ Will remain a full-time NYC government employee throughout the course of study

๐Ÿ“Š Will maintain good academic standing as a student

๐Ÿ• Are able to attend classes on their own time โ€” not during work hours

โœ… Awardees are not required to remain in city service after completing the programme
