About the Assignment

This is a consultancy with UNICEF Nigeria, based around Abuja, delivered remotely with required travel, over 7.5 months, and open to international candidates only. The work assesses and strengthens the administrative data systems that underpin Nigeria's social sectors, using UNICEF's ADaMM (Administrative Data Maturity Model) methodology.

Scope of Work and Deliverables

๐Ÿ“Š Carry out an evidence-based technical assessment of selected social-sector Management Information Systems (MIS) using the ADaMM methodology

๐Ÿฅ Focus on priority sectors: health, education, child protection and social protection

๐Ÿ“ˆ Diagnose the maturity levels of Nigeria's administrative data systems, establishing a maturity baseline and benchmarks together with the government

๐Ÿค Run stakeholder consultations at federal and selected state level, drawing on the "Power of Data" initiative

๐Ÿ“˜ Produce a diagnostic report covering data-flow mapping, standards review, governance analysis and interoperability opportunities within the ADaMM reference framework

Who Can Apply

๐ŸŽ“ An advanced university degree (Master's or higher) in information science, informatics, management information systems, data governance and policy, monitoring/evaluation, business information systems or a related field

๐Ÿ’ผ A minimum of 8 years of relevant experience in data systems strengthening and assessments

๐ŸŒ The consultancy is open to international candidates only
