UN Women's Regional Office for Europe and Central Asia (ECARO) is looking for an International Consultant to map the official government mechanisms for civil society participation in EU accession, on a short, home-based assignment. About the Assignment

This is a home-based individual consultancy with UN Women ECARO, under the overall supervision of the ECARO Gender and Good Governance Specialist and in coordination with participating country offices. The work is delivered over the period 15 September to 25 October 2026 and may involve some travel. The aim is to map, across the region, the formal state mechanisms that governments have set up for civil society participation in the EU accession process.


Scope of Work

๐Ÿ“ Develop the mapping methodology and a data-collection template

๐Ÿ—บ๏ธ Map, across 10 participating countries/territories, the official government mechanisms established for civil society participation in EU accession

๐Ÿ“ Prepare a regional mapping report covering the legal basis, composition and factual findings on civil society participation in these mechanisms

โœ… Validate the findings through an online meeting and revise the report accordingly

๐Ÿ“Š Draft mapping report (10 countries) โ€” by 15 October 2026

Who Can Apply

๐ŸŽ“ An advanced (Master's) university degree in law, political science, European studies, sociology, public administration, international relations, gender studies, social sciences or a related field; alternatively, a first-level degree with two additional years of experience

๐Ÿ’ผ At least 5 years of progressively responsible professional experience in gender equality, women's rights, governance, democratic development, EU integration or related areas, including experience working in the Western Balkans and/or the Eastern Partnership region

๐Ÿงฉ Knowledge of gender equality, expertise in the EU enlargement process, and experience with civil society participation, plus strong research and report-writing skills

๐Ÿ—ฃ๏ธ Fluency in English (written and spoken) is required; knowledge of a regional/enlargement language is an asset
