๐Ÿ›‚ Under the project "Enhancing Policy Framework and Capacity for Effective Migration and Asylum Management in Armenia", IOM supports the Government's modernisation and digitalisation efforts, particularly strengthening the Ministry of Internal Affairs (MiA) in biometrics and identity management. The consultant will develop a comprehensive, practical, learner-oriented training curriculum for MiA personnel.

The Assignment

๐Ÿ“š Working with IOM and, where applicable, other national or international experts, the consultant reviews IOM guidelines and manuals, aligns national legislation, policies and procedures with international standards and best practice, and โ€” based on identified capacity-building needs โ€” develops a structured training curriculum and accompanying materials. The curriculum is tailored to the Armenian legal and institutional context, combining theory with practical exercises, case studies, group work and interactive methods, and is designed to support Training of Trainers (ToT) delivery.


The Deliverables

๐Ÿ“‹ Deliverable 1: a desk review of IOM manuals and relevant national legislation and international standards; consultations to identify training needs, audiences and priority topics; and an inception report with the proposed curriculum structure, approach and work plan.

๐Ÿ“ Deliverable 2: a draft curriculum and training materials, plus a testing component (a multiple-choice question pool aligned with the MiA Educational Complex curriculum and integrated with the MiA Moodle system), presented for review and revised on feedback.

๐ŸŽ“ Deliverable 3: a ToT package and methodology, delivery of a ToT session for designated trainers, participant assessment, feedback collection, and a short report on results and recommendations.

๐Ÿ”„ Deliverable 4: monitoring the rollout of training sessions with technical and methodological support to trainers, updating the curriculum based on lessons learned, and a final report summarising activities, results, findings and recommendations.

How Performance Is Measured

โœ… Quality, accuracy and practical relevance of the curriculum and materials; compliance with the agreed scope and IOM requirements; timely delivery; effective incorporation of IOM and MiA feedback; strong coordination with stakeholders; and suitability of the final curriculum for delivering five-day training programmes to MiA personnel.

Who Can Apply

๐ŸŽ“ Education: an advanced university degree in law, public administration, migration studies, education, social sciences or a related field with at least 5 years of relevant experience; or a first-level degree in those fields with at least 7 years.

๐Ÿ’ผ Experience: demonstrated expertise in biometrics, identity management and legal identity systems; strong knowledge of the Armenian legal, institutional and operational framework; experience developing training curricula and capacity-building programmes for public-sector institutions; experience designing and delivering ToT programmes; and excellent analytical, research and drafting skills. Experience with Armenian government institutions, particularly the MiA, is a strong advantage.

๐Ÿ—ฃ๏ธ Languages: fluency in English is required (oral and written); working knowledge of Russian is an advantage.
