Nepal is in the middle of a profound demographic transition — falling fertility, ageing, mass migration, urbanisation — and someone has to turn that raw population data into decisions governments can actually act on. UNFPA is hiring an International Consultant, Demographic Intelligence and Adaptation Specialist in Kathmandu to do precisely that. The Context

📉 Declining fertility, population ageing, large-scale migration, urbanisation, changing family structures and geographic disparities are reshaping Nepal's development trajectory — with major implications for sexual and reproductive health and rights, gender equality, youth, labour markets, social protection, the care economy, public services and public finance.

🧭 There is a growing need to move beyond producing population data towards demographic intelligence — translating evidence, projections and foresight into policy, planning and financing decisions — and towards demographic adaptation, ensuring policies and institutions evolve as populations change while safeguarding rights and reproductive agency. This consultancy advances that agenda under UNFPA Nepal's Tenth Country Programme (CP10) and the UNFPA Strategic Plan 2026–2029.

What You'll Be Responsible For

1) Demographic intelligence, analysis and foresight

📊 Lead a demographic-intelligence approach bringing together census, surveys, civil registration, administrative records, projections, geospatial and socioeconomic data; analyse key transitions (fertility, ageing, migration, urbanisation, household change); generate forward-looking national and subnational projections and scenarios; strengthen analysis of fiscal and labour-market implications; and translate complex evidence into accessible policy intelligence.

2) Policy advice, advocacy and demographic adaptation

🏛️ Provide high-level technical and policy advice; support integrating demographic evidence into national and subnational plans, strategies, budgets and investment decisions; engage the National Planning Commission, Ministry of Finance, National Statistics Office, line ministries, provincial and local governments, IFIs, development partners and academia; and develop briefs, advisory notes and investment cases on ageing, fertility, migration, the care economy, labour markets and social protection — grounded in human rights and the ICPD Programme of Action.

3) Programme integration, innovation and partnerships

🤝 Integrate demographic intelligence and adaptation across CP10 (population and data, SRHR, gender and GBV, adolescents and youth, humanitarian action); identify integrated-programming opportunities; contribute to programme design, M&E, donor proposals and resource mobilisation; support decision-support tools and dashboards; and strengthen partnerships with government, IFIs, academia and research institutions.

4) Capacity building and institutionalisation

🏗️ Assess options for a sustainable demographic-intelligence capability within government (including a potential Demographic Intelligence Unit), provide technical support for its design, strengthen the capacity of UNFPA staff and government counterparts, develop practical guidance and tools, provide mentoring, and document lessons for continuity beyond the consultancy.

Who Can Apply

🎓 Education: an advanced university degree (Master's or equivalent) in demography, population studies, economics, public policy, development studies, sociology, gender studies, social sciences, public health or a related field; a doctoral degree would be an asset.

💼 Experience: at least 7 years of progressively responsible experience in population and development, demographic analysis, population economics, development planning or public policy — including translating demographic evidence into policy and programme decisions; strong knowledge of population dynamics and demographic methods; and proven experience in policy advice, advocacy and stakeholder engagement with senior government, the UN system, development partners and/or IFIs.
