How do you make a city government actually weigh children's rights when it writes a budget or a law — and how do you make sure children themselves know those rights? UNICEF Georgia is looking for an international consultant to provide high-level technical guidance on exactly that, working on the introduction of a Child Rights Impact Assessment (CRIA) mechanism at municipal level while empowering children as rights holders. Purpose of the Assignment

The consultancy provides technical guidance on two major UNICEF Georgia initiatives: developing a context-tailored concept and pilot for the Child Rights Impact Assessment (CRIA) mechanism, and developing child-rights training materials while contributing to a Training of Trainers (ToT). Together these strengthen child-rights-based governance and accountability at municipal level, and ensure children are informed, empowered and able to participate meaningfully in decisions affecting their lives.

Scope of Work

The Child Rights Impact Assessment — first recommended by the UN Committee and mandated by Georgia's Code on the Rights of the Child — is recognised as best practice for embedding a child-rights approach in policies, laws, programmes and budgets. UNICEF, with the National Association of Local Authorities of Georgia (NALAG), has begun introducing CRIA at municipal level; the next phase focuses on awareness-building, refining a context-tailored CRIA model and piloting it in three selected municipalities. In parallel, cooperation with Caucasus University and its Child Rights Centers aims to raise awareness of children's rights and build a set of non-formal educational resources and a trainer's manual, preparing qualified child-rights trainers through a ToT.

What You Will Deliver

The consultant provides overall technical guidance across both components, in three deliverables over an estimated 15 working days:

📘 Key guidance notes on the CRIA model and on awareness-raising/capacity-building actions for municipal authorities (5 days);

🧭 A report on the CRIA pilot with observations and recommendations for next steps (5 days);

🎓 Guidance on child-rights training resources plus the design and delivery of an introductory Training of Trainers, with a brief ToT report (5 days).

The assignment runs September–October 2026, is home-based with foreseen in-country travel, and works closely with UNICEF's Child Protection and Social Policy teams and national experts.

Who Can Apply

You will need a Master's or PhD in law, international law, social science or a related field, and at least 10 years of experience in child rights — including policy and legislative development and implementation. UNICEF is looking for extensive experience working with governments to reform legislative systems for children, solid experience developing CRIA tools and methodologies, excellent knowledge of international child-rights standards and practice, and solid academic experience in child rights (including developing programmes and teaching). Excellent English communication, negotiation and writing skills are essential; previous collaboration with the UN/UNICEF is an asset.
