The Directorate and Division

The position sits within the Directorate of Technical Cooperation and Sustainable Industrial Development (TCS), which ensures UNIDO's strategies and interventions for sustainable industrial development related to environment, energy, MSMEs and digitalisation. Within TCS, the Division of Climate Innovation and Montreal Protocol (TCS/CMP) assists Member States in the emergence, deployment and large-scale uptake of solutions for low-carbon and climate-resilient industrialisation, promoting system innovation across technology, finance, policy and regulation. The Division carries a dual mandate: accelerating innovation and building climate-innovation ecosystems, and facilitating compliance with the Montreal Protocol and its Kigali Amendment while supporting countries' NDCs.

The role is located in the Climate Technology Innovation Unit (TCS/CMP/CTI), which supports Member States in fostering innovation across technologies, finance, policy and regulation to promote low-carbon and climate-adaptation solutions, facilitates the transfer of and markets for those solutions, and acts as UNIDO's focal point for partnership with the UNFCCC technology mechanism. At the P-3 level, the incumbent is expected to deliver as a seasoned analyst, create an enabling environment anchored to results, build relationships that support relationship management, and achieve results within a professional team.

Main Responsibilities

🏗️ Programme Development: Develop and formulate technical-cooperation projects and programmes in climate technology innovation — specifically climate adaptation and resilience — in line with UNIDO's guidelines and procedures, and obtain internal approval;

⚙️ Programme Implementation: Take responsibility for project/programme implementation services, ensuring inputs are delivered on time, at quality and within budget — preparing consultant job descriptions, terms of reference, training arrangements and equipment specifications, monitoring progress (including field missions), taking part in oversight meetings, and assisting the Evaluation Group;

💶 Funds Mobilization: Cooperate with other in-house units to mobilise the funds necessary for project and programme implementation;

🌐 Global Forum Function: Assist in preparing and running UNIDO's global forum activities (conferences, seminars, expert group meetings), prepare technical papers and UNIDO publications, and keep abreast of technical and economic developments through contacts with specialised institutions and industry;

➕ Perform other related duties as required by the Chief/Head of the Unit and Director of the Division.

Who Can Apply

🎓 Education: A first-level university degree (bachelor's or equivalent) in Engineering, Natural Science, Environmental Management, Economics, Technology Innovation or another field relevant to UNIDO's mandate is required.

💼 Experience: Minimum relevant professional experience aligned with the education level — at least 8 years with a bachelor's, 5 years with a master's, or 3 years with a doctorate. In addition, at least three years' experience in designing technical-cooperation programmes and projects and mobilising funding from multilateral climate funds (especially GCF, GEF and the Adaptation Fund) as well as bilateral donors is required. Also required: progressively responsible experience including some at international level involving technical cooperation in developing countries; experience across all phases of the project cycle; experience evaluating needs, conditions and problems in developing countries; and experience in the design, resource mobilisation and implementation of technical-cooperation projects in climate adaptation and resilience. Experience engaging industry and the private sector in climate adaptation and resilience is desirable.
