The ICC Registry is hiring an Associate Administrative Officer at the P-2 level in The Hague, in the Office of the Director of its Division of Management Services. Organizational Context

Under the overall supervision of the Director of the Division of Management Services (DMS), the Office of the Director (OD-DMS) provides primary support to the Director in the overall direction, strategic planning, management and delivery of all administrative and managerial support required by the Court's Major Programmes to fulfil their mandate โ€” while ensuring adherence to relevant regulations, rules, policies and procedures, and supporting a number of critical executive functions and the Director's role as a member of the Registry Management Team (RMT). The Office works closely with the Immediate Office of the Registrar, other Offices of Directors and Section Chiefs to implement the Registry's strategic objectives and coordinate activities โ€” especially when interacting with external stakeholders such as the Committee on Budget and Finance (CBF), the Hague Working Group (HWG), the Assembly of States Parties (ASP), External Auditors and the Audit Committee. DMS consists of the Office of the Director, the Budget Section, the Finance Section, the Human Resources Section, the General Services Section and the Security and Safety Section.

Duties and Responsibilities

๐Ÿ—‚๏ธ Assist the Administrative Officer and Risk Management Coordinator in supporting the Director's executive functions โ€” strategic resource planning; overseeing preparation of the annual budget; overseeing communication to oversight and external bodies; monitoring and reporting on organizational performance; conducting risk-management initiatives; coordinating implementation of internal and external audit recommendations; and coordinating, overseeing, prioritising and providing project-management support;

๐Ÿ”Ž Research and provide background and up-to-date information on management, operational, staff and other emerging issues in the Office of the Director;

๐Ÿ“„ Maintain files and records and contribute to related procedures, processes, tracking and reporting mechanisms, including drafting initial versions of official documents;

๐Ÿ“Š Participate in projects focusing mainly on business-management issues and areas related to the work of the Division;

โž• Perform other duties as required.

Essential Qualifications

๐ŸŽ“ Education: An advanced university degree in public or business administration or a related area; a first-level degree with two additional years of qualifying experience is accepted in lieu. Certification in project management or change management is a strong asset.

๐Ÿ’ผ Experience: A minimum of two years (four with a first-level degree) of relevant experience in public or business administration or a related area. Also required: demonstrated experience in at least two of the Division's business areas (budget, finance, human resources, general services, or security and safety); demonstrated experience in the office of a senior executive, preferably in an international organisation; demonstrated experience drafting official communication to oversight bodies and internal/external clients; and demonstrated experience in business management in the commercial and/or public sector. Experience with ERP systems, in particular SAP, is desirable.

Languages

Proficiency in one of the working languages of the Court (English or French) is required, and working knowledge of the other is an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian or Spanish) is also an asset.

Terms and Eligibility

๐Ÿ“„ This is an Established Post (Post Number E-8960). For initial appointments, the Court offers a two-year appointment with the possibility of extension, including a six-month probationary period. A roster of suitable candidates may be established from this selection process.

๐ŸŒ The post is to be filled by a national of a State Party to the ICC Statute (or a State in the signing, ratification or accession process), pursuant to the Assembly of States Parties' moratorium on recruiting nationals of non-States Parties.
