If you want to study public policy at a genuinely international level โ€” living in two European countries, earning a joint degree from a consortium of top universities, with a monthly stipend and your tuition fully waived โ€” Mundus MAPP is one of the most established programmes of its kind. Running since 2007 and now with alumni from 85 countries, the Erasmus Mundus Master's in Public Policy is delivered by four universities and comes with a fully funded EMJM scholarship for its strongest applicants. At Youth Works Hub we track fully funded master's routes, and the 2027โ€“2029 intake is opening, so here is the complete picture.

What Mundus MAPP Is

๐ŸŽ“ Mundus MAPP is the Erasmus Mundus Master's Programme in Public Policy โ€” a two-year master's delivered by a consortium, leading to a joint award depending on your track.

๐Ÿ“ˆ Founded in 2007, it has trained students from 85 countries, and 94% of graduates are employed within six months of finishing.

The Consortium: Four Universities

๐Ÿ›๏ธ Central European University (CEU) โ€” Vienna, Austria.

๐Ÿ›๏ธ Institut Barcelona d'Estudis Internacionals (IBEI) โ€” Spain.

๐Ÿ›๏ธ International Institute of Social Studies (ISS), Erasmus University Rotterdam โ€” Netherlands.

๐Ÿ›๏ธ University of York โ€” United Kingdom.

Structure, Mobility and Tracks

๐Ÿ” The programme runs over two years, with two mandatory semesters in two different countries (each at least 30 ECTS). You apply to one of four tracks:

๐ŸŒ CEUโ€“IBEI โ€” Global Public Policy.

๐Ÿ‡ช๐Ÿ‡บ CEUโ€“York โ€” European Public Policy.

๐Ÿ“Š ISSโ€“IBEI โ€” Political Economy and Development.

โš–๏ธ ISSโ€“York โ€” Governance and Development.

๐ŸŽ’ The programme also includes a Study Visit in the first-year spring and a Winter School in the second-year winter.

The EMJM Scholarship (Fully Funded)

๐Ÿ’ถ The Erasmus Mundus Joint Master (EMJM) scholarship provides a monthly allowance of โ‚ฌ1,400 (up to โ‚ฌ33,600 over 24 months) plus a full tuition-fee waiver. It contributes toward travel, visa, installation and living costs.

๐ŸŽฏ The number of scholarships is limited and awarded to the highest-ranked candidates (no fixed number is published). It does not cover the Study Visit (โ‚ฌ600โ€“1,000), the Winter School (โ‚ฌ600โ€“1,000), or home-to-consortium travel and visa costs.

๐Ÿซ There is also an institutional scholarship โ€” one per track โ€” offering a 50% tuition-fee waiver for both years (no stipend). All enrolled students receive health insurance, and individual support is available for students with disabilities.

Tuition for Self-Funded Students (Context)

๐Ÿ’ณ For self-funded students, tuition is โ‚ฌ13,000 per year (โ‚ฌ26,000 total), the same for EU and non-EU students, with instalment terms varying by track. Some tracks carry small extra fees (for example a student-union fee), and certain non-EU routes involve additional immigration and refundable deposit amounts.
