What Mundus MAPP Is
🎓 Mundus MAPP is the Erasmus Mundus Master's Programme in Public Policy — a two-year master's delivered by a consortium, leading to a Master of Arts in Public Policy jointly awarded by the two universities you attend.

The Consortium: Four Universities
🏛️ Central European University (CEU) — Vienna, Austria.
🏛️ Institut Barcelona d'Estudis Internacionals (IBEI) — Spain.
🏛️ International Institute of Social Studies (ISS), Erasmus University Rotterdam — Netherlands.
🏛️ University of York — United Kingdom.
Structure, Mobility and Tracks
🔁 The programme runs over two years, with two mandatory semesters in two different countries (each at least 30 ECTS). You apply to one of four tracks:
🌐 CEU–IBEI — Global Public Policy.
🇪🇺 CEU–York — European Public Policy.
📊 ISS–IBEI — Political Economy and Development.
⚖️ ISS–York — Governance and Development.
🎒 The programme also includes a Study Visit in the first-year spring and a Winter School in the second-year winter.
The EMJM Scholarship (Fully Funded)
💶 The Erasmus Mundus Joint Master (EMJM) scholarship provides a monthly allowance of €1,400 (up to €33,600 over 24 months) plus a full tuition-fee waiver. It contributes toward travel, visa, installation and living costs.
🎯 The number of scholarships is limited and awarded to the highest-ranked candidates (no fixed number is published). It does not cover the Study Visit (€600–1,000), the Winter School (€600–1,000), or home-to-consortium travel and visa costs.
🚫 If you have already received an EMJM scholarship, you cannot apply for another one. Scholarship priority goes to applicants who have not yet studied at master's level.
🏫 There is also an institutional scholarship — one per track — offering a 50% tuition-fee waiver for both years (no stipend). All enrolled students receive health insurance, and individual support is available for students with disabilities.
Tuition for Self-Funded Students (Context)
💳 For self-funded students, tuition is €13,000 per year (€26,000 total), the same for EU and non-EU students, with instalment terms varying by track. Some tracks carry small extra fees (for example a student-union fee), and certain non-EU routes involve additional immigration and refundable deposit amounts.
Who Can Apply
🎓 A minimum three-year bachelor's degree from a recognised institution.
📊 A minimum GPA of 3.17/4.0 (or a 2:1 / Upper Second equivalent); master's graduates must meet this too.
📚 Applicants with a degree in the social sciences or equivalent are normally given preference. Bachelor's graduates in natural sciences or engineering are not eligible.
💼 Work experience is not required, but candidates with relevant work experience are given preference.
🌍 Open to applicants worldwide.
🏠 At the time of application and enrolment, you must live outside the two countries of your track (for example, on the ISS–IBEI track, outside the Netherlands and Spain). Proof of residence is required before enrolment.
🎓 Final-year students can apply with an official document from their university confirming they are expected to graduate by 15 August 2027.
English Requirements
🗣️ One of these English scores, submitted with your application: TOEFL iBT ≥95, IELTS Academic ≥7.0, PTE Academic ≥76 or Duolingo ≥130 (taken within two years of the deadline), or Cambridge C1 Advanced / C2 Proficiency (taken within five years). Late submission of scores is not permitted.
🌍 No test is needed if you are a citizen of Australia, Botswana, Canada, Gambia, Ghana, Ireland, Jamaica, Kenya, Liberia, Malawi, Namibia, New Zealand, Nigeria, the Philippines, Rwanda (English-speaking region), South Africa, Tanzania, Trinidad and Tobago, Uganda, the UK, the USA or Zambia and your bachelor's or master's was taught exclusively in English. Other applicants can request a waiver if they completed a degree taught exclusively in English in Australia, Canada, New Zealand, the USA, the EU, the UK, Iceland, Liechtenstein, Norway or Switzerland, or at a satellite campus of a US or UK university, with a document confirming English as the medium of instruction.
⚠️ ISS–IBEI and ISS–York tracks: if you are admitted and need a Dutch student visa, Duolingo, IELTS Academic Online and TOEFL iBT Home Edition are not accepted for the visa. You must submit TOEFL iBT (95+), IELTS Academic (7+), PTE Academic (76), Cambridge C1 Advanced or C2 Proficiency within 6 weeks of receiving your study agreement, or your scholarship offer and study place are withdrawn. This does not apply to the CEU tracks.
