About the Organisation
UNICEF works in over 190 countries and territories to save children's lives, defend their rights, and help them fulfil their potential, from early childhood through adolescence. In Mozambique, UNICEF is supporting efforts to strengthen public financial management and improve education service delivery in Nampula and Zambรฉzia provinces, promoting budget transparency, accountability, community participation, and evidence-based decision-making. To support these initiatives, UNICEF seeks two interns, one based in Nampula and one in Zambรฉzia.
Main Tasks
Under the supervision of the Social Policy Officer, the intern will contribute to a structured learning assignment focused on budget transparency, school accountability, and community engagement.
Budget Transparency and Public Information
๐ Assist in developing citizen-friendly versions of planning and budgeting documents to improve public understanding of PESOD and education financing
๐ผ๏ธ Support the design of simplified communication materials explaining resources allocated to schools and expected results
๐ Contribute to public information templates, school transparency boards, and disclosure tools for schools and local authorities
๐ Support documentation of good practices and lessons learned on budget transparency
Social Accountability at School Level
๐ซ Support the development and testing of school-level accountability and transparency tools
๐ Assist in assessing how schools communicate information on resources received and activities implemented
๐ Support collection and analysis of information on transparency practices adopted by schools and School Councils
๐ค Contribute to identifying opportunities to strengthen public disclosure and accountability mechanisms
Community Engagement and Social Accountability
๐ฅ Support engagement with School Councils, Parent Associations, and community representatives
๐ Assist in documenting community perspectives on transparency and service delivery
๐ฃ Support awareness-raising activities to strengthen community participation and oversight
๐๏ธ Contribute to documenting examples of citizen engagement and accountability practices
Data Collection, Analysis and Knowledge Management
๐ Support the collection, compilation, and analysis of data on education financing, transparency, and service delivery
๐๏ธ Assist in maintaining project monitoring databases and analytical tools
๐ Contribute to briefing notes, reports, presentations, and knowledge products
๐ Support field visits and monitoring missions in project districts
Learning Objectives
By the end of the internship, you will have gained practical experience in public financial management, budget transparency and citizen-friendly budgeting, education sector planning and financing, social accountability and community engagement methodologies, the monitoring and reporting of development programmes, and data analysis for policy and programme decision-making.
Expected Deliverables
๐ At least two citizen-friendly budget and planning products developed or updated
๐ School transparency and public information templates developed and tested
๐๏ธ Contributions to monitoring tools and databases related to the SPSP PF4C Program
๐ Documentation of good practices and lessons learned on transparency and accountability
Minimum Requirements
๐ Be enrolled in an undergraduate or graduate degree programme, or have graduated within the past two years
๐ Be at least 18 years old
๐ An academic background in Economics, Public Administration, Public Policy, Public Finance, Development Studies, Governance, Statistics, Education Planning, Social Sciences, or a related field
๐ Excellent academic performance as demonstrated by recent records
๐ฃ๏ธ Proficiency in English (a UNICEF working language) and fluency in Portuguese is required
๐จโ๐ฉโ๐ง No immediate relatives working in any UNICEF office
Desirable Qualities
๐ Knowledge of public planning and budgeting processes, and an understanding of governance, transparency, and accountability issues
๐ Experience in data collection, research, or analysis
๐ค Strong analytical, communication, and interpersonal skills, and proficiency in Microsoft Office
๐ Experience working with schools, communities, youth groups, or civil society organisations
