The UN Trade and Development (UNCTAD) is hiring a Programme Management Officer (Customs) on a temporary basis in Tirana, Albania, within its Automated System for Customs Data (ASYCUDA) Programme. The role supports the Albania Customs Administration and national project teams on customs automation and EU integration. This is a temporary position available for six months, and the application deadline is 2 September 2026.


About the Role

Reporting to the ASYCUDA Regional Coordinator for Europe and Central Asia, the Programme Management Officer provides substantive assistance and functional support to the Albania Customs Administration and National Project Teams, focusing on EU-compatible customs systems and the country's EU integration process.

Your Key Responsibilities

๐Ÿ–ฅ๏ธ Participate in the development, implementation and evaluation of UNCTAD/ASYCUDA EU-compatible systems and projects; monitor and analyse progress, identify problems and propose corrective actions.

๐Ÿค Perform consulting assignments with clients, planning and facilitating workshops and other interactive sessions, and helping develop action plans to manage change.

โš–๏ธ Analyse EU customs-related legislation, regulations and procedures from the viewpoint of customs automation and EU integration at national and regional levels.

๐Ÿงฉ Assist national customs systems in preparing functional specifications for additional functionalities in line with national and EU standards, and advise on ASYCUDA national extensions and e-documents.

๐Ÿ“Š Undertake survey initiatives, design data collection tools, analyse responses, and prepare written outputs such as background papers, reports and studies.

๐ŸŽ“ Provide substantive support to meetings and conferences, conduct training workshops and seminars, participate in or lead field missions, and coordinate budget and funding activities.

Requirements

๐ŸŽ“ An advanced university degree (Master's or equivalent) in business administration, management, economics or a related field (a first-level degree with two extra years of experience may be accepted instead).

๐Ÿ’ผ A minimum of 5 years of progressively responsible experience in project or programme management, administration or a related area, including in the digitalisation of customs procedures.

๐Ÿ—ฃ๏ธ English is required for this position.
