The International Organization for Migration (IOM) is hiring a Supply Chain Officer at the P-3 level in Dakar, Senegal, on a special short-term graded appointment of up to nine months (initially six). The role leads and coordinates supply chain activities for the Migrant Protection, Return and Reintegration for Sub-Saharan Africa (MPRR-SSA) programme and the Senegal Country Office with Coordinating Functions, and the application deadline is 4 September 2026.
Where This Role Sits
Under the overall supervision of the Chief of Mission and the direct supervision of the Resources Management Officer, and in close coordination with the Regional Office for West and Central Africa, the MPRR-SSA Central Coordination Unit, implementing Country Offices and the Supply Chain Division at HQ, the Supply Chain Officer is responsible for leading, coordinating and monitoring supply chain activities in support of programme and operational objectives, ensuring timely, efficient, compliant and cost-effective delivery of quality goods and services to beneficiaries in line with IOM policies, donor requirements and Supply Chain Management standards.
🌍 As Senegal serves as a Country Office with Coordinating Functions, the role also provides technical supply chain guidance, coordination and support to Country Offices within the assigned Area of Responsibility, currently The Gambia, Sierra Leone, Cabo Verde and Guinea-Bissau.
What You Would Do
🧭 Coordinate the strategic planning, implementation and monitoring of supply chain activities under the MPRR-SSA programme and Senegal COCF operations, collaborating with internal and external stakeholders, implementing Country Offices, Regional Office units, programme teams, Resource Management and HQ.
📊 Conduct logistics capacity assessments, procurement risk assessments, operational reviews and market analysis, and manage all SCM activities including procurement planning, sourcing, contracting, warehouse management, transportation, fleet management, asset management, facilities management, distribution, logistics information management and operational reporting.
📦 Support end-to-end procurement and logistics for programme implementation, including AVRR operations, reintegration assistance, Cash-Based Interventions, direct assistance, post-arrival assistance, accommodation and medical services, and transportation.
📋 Develop and update standardised procedures, SOPs, templates, tools and workflows; identify operational bottlenecks and compliance risks; review procurement requests and specifications; maintain vendor rosters and Long-Term Agreements; and coordinate solicitation, bidding, tendering, evaluation and contracting with fairness, transparency and compliance.
🤝 Provide technical guidance to Country Offices on management of Implementing Partners, collaborate on budgeting and expenditure monitoring, monitor internal controls to prevent fraud, oversee warehouses, inventory, assets, fleet and distribution, conduct monitoring missions, deliver training, supervise SCM staff, and represent the CO in UN inter-agency meetings and procurement networks.

Who Can Apply
🎓 A Master's degree in Business Administration, Supply Chain Management, Logistics, Procurement or a related field with five years of relevant professional experience, or a university degree in the above fields with seven years, is required.
📅 Experience managing diverse procurement and logistics operations and demonstrated experience training and managing large teams, vendors and suppliers is required. Extensive knowledge of IOM/UN internal procurement and financial rules is required, and good knowledge of Oracle is an advantage.
