Training tens of thousands of UN staff โ from enterprise systems to leadership โ is itself a major operation, and the UN Secretariat has a dedicated service that runs it. The UN Department of Operational Support (DOS) is hiring a Programme Management Officer for Administration at the P-3 level in New York, in its Capacity Development and Operational Training Service. Organizational Context
The Department of Operational Support (DOS) provides end-to-end operational support, advisory services and solutions to entities across the Secretariat, including departments, offices away from headquarters, field missions and regional commissions. The Capacity Development and Operational Training Service (CDOTS) provides operational training โ including on enterprise resource management systems โ and leads business-process-management activities in the UN Secretariat. The position is located within CDOTS/DOS, and the incumbent reports to the Chief of Service.
Responsibilities
๐ Participate in the development, implementation and evaluation of learning and development (L&D) projects; manage, maintain and scale L&D project development; review guidance products; identify problems and propose corrective actions; coordinate with Subject Matter Expert focal points and DOS clients; and track follow-up actions;
๐ค Perform consulting assignments โ planning and facilitating workshops and other interactive sessions and helping develop the client's change-management action plan;
๐ Research, analyse and present information on DOS clients' L&D needs from diverse sources; assist in developing the UN's L&D-focused strategy with partners across the Secretariat, including analysis of L&D issues and trends and fostering a knowledge-sharing culture;
๐ Undertake L&D survey initiatives; design data-collection tools as part of the UN Campus; and review, analyse and interpret responses;
๐ Prepare written outputs โ notes, memos, background papers, strategy documents, trend analyses and report sections; provide substantive support to L&D meetings and conferences; conduct training workshops and seminars and make presentations;
๐ถ Coordinate activities related to the L&D budget and funding (programme/project preparation, progress reports, financial statements) and prepare related documents; and work closely with OICT on the maintenance and expansion of L&D platforms.
Who Can Apply
๐ Education: An advanced university degree (master's or equivalent) in business administration, management, human resources, economics or a related field is required; a first-level degree with relevant experience may be accepted in lieu.
๐ผ Experience: A minimum of 5 years of progressively responsible experience in project or programme management, administration, learning and development or a related area is required. Also required: experience designing training programmes with an e-learning component; experience conducting training/learning needs assessments; and experience working in an L&D capacity for an international organisation. Experience delivering Train-the-Trainer programmes is desirable.
