Every flight across the Americas depends on accurate, timely aeronautical information moving cleanly between countries โ and ICAO's regional offices are where that harmonisation actually happens. The International Civil Aviation Organization (ICAO) is hiring a Regional Officer for Aeronautical Information Management (AIM) at the P-4 level, based at its NACC Regional Office in Mexico. The Organizational Setting
The NACC Regional Office maintains continuous liaison with 22 States and 19 Territories, along with international organisations, civil aviation bodies, service providers and UN agencies. It ensures interregional coordination and promotes the timely, harmonised implementation of ICAO Strategic Objectives, policies, Standards and Recommended Practices (SARPs), Procedures for Air Navigation Services (PANS), Regional Supplementary Procedures (SUPPS) and the CAR/SAM and NAM Regional Aviation Safety and Air Navigation Plans, while providing technical guidance to States. The office operates in English and Spanish, and all staff must be fluent in both. The incumbent reports to the Regional Director through the Deputy Regional Director and coordinates with regional and headquarters officers to promote the implementation of ICAO provisions, with special emphasis on Aeronautical Information Management (AIM).
Major Duties and Responsibilities
โ๏ธ Collaborate closely with ICAO Headquarters on air-navigation matters โ promoting a performance-based approach and the implementation of AIM and ATM provisions and prioritised elements of the Global Air Navigation Plan (GANP), including the Aviation System Block Upgrades (ASBUs), the CAR/SAM and NAM ANPs and SUPPS โ coordinating regional programmes, following up on State Letters and surveys, supporting GREPECAS and the NACC/WG, processing amendments to regional plans, and maintaining the office's AIM data records;
๐๏ธ Serve as ICAO AIM focal point โ assisting States on aeronautical information and data-safety activities consistent with System-Wide Information Management (SWIM) principles; supporting the currency of Annex 15, PANS-AIM, PANS-ABC and associated manuals; providing expertise in aeronautical charts (Annex 4, Doc 8697) and NOTAM; assisting with the AIM Quality Management System; and supporting high-quality, timely and secure exchange of aeronautical data, including backup mechanisms for ATM operations;
๐ Act as Secretary to meetings โ preparing, conducting and serving as technical adviser at NAM/CAR Regional Implementation Groups, seminars and workshops; coordinating amendments to regional planning documents; and preparing clear, accurate meeting and mission reports;
๐ Implement the Regional Office Work Programme โ preparing analyses on technical/operational aspects of civil aviation, conducting missions to assess implementation of SARPs/PANS/ANP, developing AIM projects with HQ and States, supporting UAS-RPAS and UTM airspace data management, and acting as programme manager for regional AIM/ATM projects;
๐ค Support ICAO Capacity Development initiatives โ preparing project proposals for external support, working with the Capacity Development and Implementation Bureau to assess States' needs, and developing action plans with States and partners.
Qualifications and Experience
๐ Education: A first-level university degree in computer science, engineering or a related field is required. Coursework in Aeronautical Information Services/Management or in State Safety Programmes, and qualification as an aviation auditor, are desirable.
๐ผ Experience: A minimum of 9 years in aeronautical information services management and NOTAM, or as a qualified air traffic controller (minimum area control rating) with wide AIM experience; experience with ICAO AIM standards, policies and procedures; experience addressing civil-aviation issues and working with international organisations; hands-on experience with personal computers and contemporary software; experience interacting with high-level government officials in aviation; and experience leading or participating in international civil-aviation meetings on AIM/ATM.

Conditions of Employment
๐ This post is to be filled on a temporary basis for a period of 364 days (the first year is probationary for an external candidate). ICAO staff are international civil servants subject to assignment across the Organization. The remuneration at the P-4 level is a net base salary of about USD 84,672 per annum plus post adjustment of about USD 40,811.90 per annum (post adjustment is subject to change). ICAO does not charge any fees at any stage of the selection process.
