The ICSC secretariat is hiring a Chief of its Salaries and Allowances Division at the D-1 level in New York, a senior leadership role for a compensation expert ready to shape policy that affects staff across the whole UN family. About the Role

The position sits in the secretariat of the ICSC — a subsidiary organ of the UN General Assembly mandated to regulate and coordinate the conditions of service of staff across the organisations of the UN common system. Under the general direction of the Executive Secretary of the Commission, the Chief provides guidance to the secretariat staff responsible for supporting the Commission on salaries, allowances and related conditions of service.

Responsibilities

📊 Act as the principal resource person in preparing studies on policy questions concerning all aspects of remuneration — from junior officers to senior managers (Professional and higher categories) and General Service staff — including the budgetary impact of possible changes;

🧭 Manage the day-to-day operational work in connection with establishing travel per-diem rates and other allowances;

🔎 Provide general direction on surveys of local market conditions that form the basis for General Service and other locally-recruited salary scales in particular duty stations;

🤝 Maintain ongoing liaison on these matters with the organisations of the common system and with other divisions of the secretariat;

⚖️ Assist the Commission in its deliberations on methodologies for determining and comparing remuneration elements and their application.

Who Can Apply

An advanced university degree (Master's or Doctorate, or equivalent) in human resources administration, business management, economics or an equivalent field is required; a first-level degree with two additional years of relevant experience may be accepted in lieu. You will need a minimum of 15 years of progressively responsible experience at national or international level, with a solid background in international compensation matters, and demonstrated excellent drafting ability. Knowledge of the UN salary system (ideally with hands-on experience in salary and allowances administration), experience in HR management and knowledge of the United States compensation system are all desirable. English is required; French is desirable.
