The European Investment Bank is the European Union's bank. It works in support of EU development and economic cooperation policies by financing investment in both public and private sectors. The EIB is seeking to recruit for its Representation in Ukraine an Energy Specialist.

โšก Purpose

You will assist in EIB operations in Ukraine as well as the other countries covered by the office, notably the Eastern Partnership. You will have the opportunity to make a substantial contribution to the development, assessment and implementation of the wide range of EIB activities in the region. You will work on energy projects in the following sub-sectors: energy transmission and distribution networks, renewable energy including wind, solar, geothermal, biomass and hydro, energy storage, and energy efficiency.

๐Ÿค Operating Network

You will be based in the EIB's Regional Office in Kyiv, will report directly to the Head of the Electricity Networks Division of the Energy Department of the Projects Directorate in Luxembourg, and work closely with relevant internal stakeholders, other professional staff of the Department, as well as the Operations Directorate and other colleagues in the Kyiv office. The duties will be performed in close cooperation with the EIB's operational and technical departments concerned, including those based at headquarters in Luxembourg, and operational and technical guidance will be provided by the Head of Division in Luxembourg. You will report to the Head of the Kyiv office for administrative and institutional matters.

Under the supervision of Luxembourg based project team leaders, you will work across the whole project cycle, with a focus on implementation and monitoring, but also involvement in origination and structuring as well as project implementation advisory support. You will work in close cooperation with teams responsible for the EIB's energy portfolio in Ukraine and support the prioritisation and screening of future potential projects and technical assistance. You must be prepared to travel extensively within the region covered by the Regional Office in Kyiv and possibly other countries in the wider region.

๐Ÿ”Œ Accountabilities

๐Ÿ”Ž Support EIB operational staff responsible for upstream business development, in particular vetting the eligibility of projects for EIB financing, including compliance with the EIB's procurement requirements, and identifying priority areas

๐ŸŒ Analyse the technical, social and environmental aspects of projects, including compliance with EU and EIB environmental, social, gender and procurement policies

๐Ÿ“‹ Monitor procurement processes on behalf of the EIB, including assisting project promoters with the preparation and review of procurement-related documents

๐Ÿ—๏ธ Monitor project implementation, including, where appropriate, coordination with other co-financiers

๐Ÿค Where appropriate, interact with project promoters, in close cooperation and with full involvement of the operational departments concerned, attend project progress meetings as required and prepare meeting reports

๐Ÿ“„ Assist project promoters with compliance with reporting obligations towards the EIB

๐Ÿงญ Initiate, plan and manage Technical Assistance operations involving the services of external consultants

๐ŸŒ Where required, build and maintain relations with key external parties such as development finance institutions, government representatives, local authorities and other institutions

โšก Follow and support the development of the energy sector in Ukraine and the Eastern Neighbourhood region, including energy sector reform, regulatory alignment with EU standards and decarbonisation strategies

๐ŸŽค Represent the EIB at national and regional events, for example regular sector meetings, conferences or meetings with development finance institutions

โœ… Qualifications

๐ŸŽ“ University degree, minimum an equivalent to a bachelor, in a relevant technical discipline, and a post-graduate degree would be an advantage

๐Ÿ“Š Experience with evaluating proposals to finance energy projects, and a multidisciplinary background including cost benefit analysis skills would be an asset

๐Ÿ’ผ A minimum of 5 years' experience in the planning and implementation of energy projects, particularly in energy networks, energy efficiency or hydropower, and experience across multiple countries and in energy transmission projects would be an advantage

๐ŸŒ Ability to operate in international environments, and experience with other international financing institutions or European Union institutions will be an advantage

๐Ÿ—ฃ๏ธ Excellent knowledge of spoken and written English and Ukrainian, with good command of French being an advantage

๐Ÿค Strong interpersonal, teamwork, planning, coordination and communication skills

๐Ÿง  Strong analytical and reasoning skills, with the ability to work under pressure and the capacity to provide sound judgement concerning issues in the areas of responsibility, and clear and concise oral and written expression

The position is open to nationals from Ukraine. Although mainly operating from Kyiv, the successful candidate should also be prepared to travel within the region and occasionally to headquarters in Luxembourg.
