The Council of Europe is filling two Programme Manager posts at MONEYVAL in Strasbourg through secondment, with applications closing on 28 September 2026. The Body You Would Serve
The MONEYVAL and Criminal Asset Recovery Division supports two monitoring bodies.
βοΈ MONEYVAL is a permanent monitoring body of the Council of Europe tasked with assessing compliance with the principal international standards against money laundering, terrorist financing and proliferation financing, and the effectiveness of their implementation.
π It evaluates 33 countries and jurisdictions and makes recommendations to national authorities on the improvements their systems need.
π The Conference of the Parties to Convention CETS no. 198 monitors implementation of that convention by its parties, currently 39.
What the Evaluation Work Involves
π Conducting research and analytical work on the information and data submitted by the jurisdiction under evaluation, assessing it against the relevant international standards, and advising where submitted material needs supplementing.
πΊοΈ Advising on the agenda for on site visits and assisting with the organisation of the evaluation.
βοΈ Taking part in the on site evaluation visits, guiding the evaluation team so all relevant issues are covered consistently with other evaluations, and preparing a key findings document on site.
π Taking responsibility for finalising the evaluation team's report for submission to the jurisdiction, preparing plenary documents, assisting evaluators and the committee in plenary discussions, and finalising adopted reports and summaries for publication.
Beyond the Evaluation Cycle
π Monitoring countries' progress and drafting follow up reports, compliance enhancing procedure reports, other analytical reports and briefings.
ποΈ Contributing to the organisation of meetings and events, and to activities under the MONEYVAL strategy for 2023 to 2027.
π Assisting with the work of the Conference of the Parties to CETS 198, including drafting reports and policy papers.
π€ Maintaining working relationships with representatives of states and territories and with international partners.
π€ Representing the Secretariat internationally and nationally, delivering presentations and disseminating the division's work through events, webinars, articles and blogs.
What You Must Bring
ποΈ The support of the member State seconding you to the Council of Europe. This is the first requirement and it is not negotiable.
π A higher education degree or qualification equivalent to a master's degree in law, economics, finance, political science or another relevant field.
πΌ At least three years of relevant professional experience in anti money laundering and countering the financing of terrorism, financial supervision or regulation.
π£οΈ Excellent English, with basic French or the capacity to learn it on the job.
π Citizenship of a Council of Europe member state.
What a Secondment Actually Means
π Secondment means your employer, a member state authority, releases you to the Council of Europe for a defined period while the employment relationship stays at home.
ποΈ You cannot apply as an individual without that institutional backing, which is why the support of the seconding member State heads the requirements list.
πΆ The financial conditions of secondment are set out on the organisation's own conditions page rather than in the vacancy, and no figure is published in the notice.
