What the Border Management Staff College Is Building
The Border Management Staff College (BMSC) is strengthening sustainable institutional training capacity among border security agencies. It is developing a series of practical learning resources so that its alumni can design, deliver and maintain effective training programmes inside their own organisations.

The Objective of the Assignment
The objective is to develop three complementary training packages on training design and delivery, and to support the organisation and design of the College's e-learning platform so that self paced learning is sustainable and high quality.
The Five Tasks
📋 Developing an online training module on how to design training programmes for participants' own agencies. It has to cover conducting a training needs assessment, understanding the target audience, aligning training with organisational priorities and operational objectives, researching and selecting reference materials, tools and resources, developing measurable learning objectives, selecting delivery methods across in person, virtual, blended or self paced formats, developing lesson plans, preparing facilitator notes, designing participant materials, creating assessments and evaluating training effectiveness.
♻️ Adapting existing BMSC training materials into self paced online courses, converting the Adult Learning Principles course and the Intercultural Communication course into engaging modules suitable for independent study.
🤖 Adapting existing AI courses currently hosted on Moodle to the new e-learning platform, standardising all design and adding further learning activities where necessary, plus adapting training written by the 41st Staff Course cohort for the online platform.
🧩 Designing and organising the BMSC e-learning platform itself: a consistent course structure and visual design, uploading course materials, organising navigation, standardising layouts, improving usability and ensuring a consistent learner experience across all courses.
✅ Incorporating feedback from BMSC and finalising the course materials for future use in Staff Courses and self paced learning components.
The Deliverables You Are Measured Against
📦 One complete self paced online course developed and uploaded to the platform, including learning objectives, instructional content, practical exercises, quizzes, downloadable templates and supporting resources.
📚 Two complete self paced online courses uploaded to the platform, combining existing BMSC content with interactive learning activities, quizzes, knowledge checks and downloadable resources.
🔄 Two AI courses moved from Moodle to the e-learning platform with standardised design and additional interactive questions and activities, plus one PowerPoint based training moved across and edited for self paced use and accuracy in border management thematic areas.
🗂️ The platform itself organised with consistent branding, navigation and course structure, with the initial courses uploaded, tested and ready for implementation.
📝 Final revised course materials submitted to BMSC, ready for repeated use in future training activities.

Who Qualifies
🎓 An advanced university degree in education, instructional design, organisational development, public administration, international relations, social sciences or another relevant field.
🕙 A minimum of 10 years of progressively responsible professional experience in capacity development, curriculum development, training design, organisational development or programme management.
🏛️ Demonstrated experience developing competency based training curricula, learning resources or capacity building programmes for government institutions, international organisations or civil society organisations.
🧑🎓 Demonstrated experience designing practical training materials for adult learners, covering learning objectives, lesson plans, facilitator guidance, participant resources, presentations, exercises and assessment tools.
💻 Experience developing or adapting training materials for online or self paced learning platforms.
🗣️ Demonstrated experience facilitating workshops, strategic planning processes or organisational capacity development initiatives.
✍️ Excellent analytical, drafting and communication skills, with the ability to turn complex concepts into practical and accessible learning materials.
🌍 Demonstrated experience working in multicultural and international environments and engaging with government officials and other stakeholders.

Thematic Expertise That Strengthens a Roster Application

🌐 Comparative national approaches to introducing advanced border security technologies, including how countries select use cases, train and authorise personnel, establish oversight, vet users or partners and reduce the risk of diversion.
💰 Organised crime affecting borders, including financial or trade document indicators, cross border communication methods and network structures, illicit financial flows, trade based money laundering and related financial crime.
🧾 Training on integrity and anti corruption in border management settings, covering corruption risk identification, conflicts of interest, insider threats, reporting mechanisms, institutional safeguards and prevention measures.
🏢 Operational, policy, research or training experience with border, customs, police, financial investigation, organised crime, counter narcotics or technology governance institutions.
How You Are Paid
💵 Remuneration is based on the selected expert's qualifications and experience, the tasks and deliverables for the position, and the OSCE established rates. No figure is published in the notice itself.
