Organisational Context
The Prosecutorial Administration Services Division (PASD) within the Office of the Prosecutor (OTP) centralises the specialised support functions that provide cross-cutting support to the Office. Headed by a Director, PASD manages the reliable and cost-effective delivery of integrated services — planning and operations, witness protection and management, information, knowledge and evidence management, forensic science, and language and administrative support — and develops new approaches and technologies that strengthen the Office's effectiveness. Within it, the Financial and Confidential Operations Team (FCOT) manages two critical operational elements: developing tools and protocols and managing the operational finances linked to investigative, logistical and witness-management activities (ensuring confidentiality, security and functionality in the OTP's operating environment); and coordinating the Operational Risk Register and aligning business-continuity processes into operational planning.
Duties and Responsibilities
The incumbent serves in the Planning and Field Operations Unit, Planning and Operations Section (POS), supporting the Head of Team, and under direct supervision will:
🔎 Conduct research and collect and collate management information supporting planning, reporting and implementation of activities within the Financial and Confidential Operations Team;
📝 Support the Head of the Planning and Field Operations Unit in developing and updating POS and PASD policies and the OTP's strategic plan — conducting research, drafting proposals, gathering and consolidating information, systematising data, generating statistics, and preparing reports, communications and presentations;
📊 Assist in all POS and FCOT projects as a focal point for performance indicators and other ad hoc intra- and inter-Organ working groups and special projects, supporting planning and drafting reports and presentations;
🛡️ Assist in implementing and updating the Sections' overall risk-management system, including record-keeping, analysis and reporting of results;
🔬 Undertake research, evaluation and analysis on a range of subjects to support quality improvement within the POS;
➕ Perform any other duties as required.
Essential Qualifications
🎓 Education: An advanced university degree in Business Administration, Public Administration or a related field; a first-level degree with two additional years of qualifying experience is accepted in lieu.
💼 Experience: A minimum of two years of professional experience — or zero years with an advanced university degree — in strategic planning, performance indicators, performance improvement or change management. (In other words, a strong master's graduate can apply with no prior work experience.)

🧠 Strong analytical and evaluative skills, with the ability to conduct independent research and analysis, identify issues, form judgements and make conclusions and recommendations;
🤝 Ability to establish priorities, coordinate, proactively identify internal clients' needs and build productive partnerships with other Sections/Units of the Court;
✍️ Excellent communication, presentation and drafting skills, preparing clear, concise and meaningful reports;

Languages
Proficiency in one of the working languages of the Court (English or French) is required; working knowledge of the other is highly desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian or Spanish) is an asset.
Terms and Eligibility
📄 This is a Fixed-Term Appointment; a roster of suitable candidates may be established from this process. The minimum net annual salary is €55,790.
🌍 The post is to be filled by a national of a State Party to the ICC Statute (or a State in the signing, ratification or accession process), under the Assembly of States Parties' moratorium on recruiting nationals of non-States Parties. The selected candidate is subject to a Personnel Security Clearance process, including verification of the personal history form and a criminal-record check.
