UNICEF Tanzania is hiring a Deputy Representative, Operations at the P-5 level in Dar es Salaam on a temporary appointment of four months. The role acts as the strategic business partner and deputy for the Head of Office, leading operations across budget, finance, supply, ICT, HR, and safety and security. The Country Context
Tanzania is a youthful nation, with children and adolescents making up half of its population, and has made significant progress in access to health care, reducing child mortality, enrolment in education, and social protection for households in poverty.
๐ฑ The pace of poverty reduction has slowed, and the country still faces socio-economic challenges alongside external shocks such as the climate crisis. UNICEF's Country Programme for 2022-2027 supports the Government's development agenda with greater emphasis on inclusive and sustainable socioeconomic development that enables all children and adolescents, including those with disabilities, to reach their full potential and meaningfully participate in society.
The Purpose of the Role
This temporary position acts as a strategic business partner and deputy for the Head of Office. The role leads for results, drives change, provides risk-informed and solution-focused analysis, advice and services, and contributes to programme and management decisions for delivering results for children in all operational contexts.
How the Role Delivers
๐งญ Leading by example and supporting the Head of Office in managing the office, and acting as Officer in Charge in the Head of Office's absence.
๐งฐ Managing services across operations support: budget, financial management and reporting, facilities management, administration, supply and logistics management, information and communications technology, and safety and security, convening the other functions into a unified vision.
๐ Ensuring processes are in place to identify, promote and empower staff potential through career development, stretch assignments and succession planning.
๐ Acting as a member of the Country and Senior Management Teams, representing organizational risk, governance systems and policies, and promoting results-based management.
๐ก Understanding business needs for the Country Programme, anticipating challenges, and proposing viable, creative and innovative solutions with value-for-money strategies underpinned by quality assurance.
๐งพ Providing key contributions to the CPD, CPMP and AMP, supporting results-based management using value-for-money criteria, and leveraging technology for results, information security and controls.
๐ Supporting the country office during external and internal audit reviews, responding to audit observations and monitoring implementation of recommendations.
๐ Guiding supply and logistics strategies to meet programmatic needs with value for money, and providing advisory support to governments, national systems and partners on supply chain management.
๐ข Leading on facility management with a focus on inclusive accessibility, eco-sustainability and common premises, and overseeing business transactions processed by the GSSC from an efficiency, performance, risk management and fraud-prevention perspective.
๐ In fragile and humanitarian contexts, ensuring UNICEF offices are fit for purpose to enable timely delivery of humanitarian assistance in compliance with the Core Commitments for Children in Humanitarian Action.

Who Can Apply
๐ An advanced university degree in Business Administration, Finance, Accounting, Supply or Purchasing, Information Management, Business or Financial Management, Public Finance, or a related operations function (Supply Chain, Human Resources, Information Technology, International Business, Project Management, etc.), or a full professional accounting designation (CA, ACA, ACCA, CPA, CIMA, CPFA, Expert Comptable) with valid membership, is required.
๐ At least ten years of relevant work experience at the national and international level is required, specifically in advocating and implementing strategic organizational initiatives in one or more operations management areas, including budget, financial management and reporting, facilities management, administration, supply and logistics, ICT, human resources, audit and investigation, security and safety, grant management or Enterprise Risk Management.
๐ ๏ธ Familiarity with Microsoft Office applications is required, along with previous hands-on experience in strategic and managerial leadership and experience in Results Based Management. Experience with corporate ERPs and IPSAS, and experience in a UN agency, large company or humanitarian context, are among the assets.
