The EIB, the European Union's bank, is seeking to recruit for its Projects Directorate, Innovation and Competitiveness Department, Life Sciences and Health Division, at its headquarters in Luxembourg, a Health Sector Specialist. The EIB offers relocation support.

๐Ÿฉบ Purpose

The Projects Directorate's mission is to provide independent advice to the EIB's decision makers on the sector policy to be followed and on the quality of investment projects to be financed, advising promoters on the design, preparation and implementation of their projects as well as monitoring ongoing investment projects. The Life Sciences and Health Division covers the health sector, pharmaceuticals, diagnostics, medical device technology and the wider life sciences industries, and supports the Bank's strategy on its lending programme on Innovation, Digitalization and Human Capital.

The Health Specialist assesses, within multi-disciplinary teams, the technical and economic viability as well as procurement standards and environmental, climate and social sustainability of investment projects related to the health sector, in all countries where the Bank operates, in the context of the EIB's due diligence process. Upon approval of these projects, the Specialist also has an active role in the implementation support and monitoring of a project until its completion, contributes to sectoral studies, policies review and other transversal activities, and contributes to or coordinates Technical Assistance assignments. You will be required to travel to project locations within and outside the EU, normally short trips of 2 to 4 days depending on the project location.

Reporting to the Head of the Life Sciences and Health Division, you will collaborate closely with experienced professionals across the Innovation and Competitiveness Department and the wider Projects Directorate, partnering with internal experts, other Bank services, external stakeholders, public authorities, private companies and EU institutions, with your role pivotal in aligning investments with broader European health, strategic autonomy, economic resilience and innovation goals.

๐Ÿ“Š Strategic evaluation: assess health projects for strategic policy alignment, technical soundness, financial viability and sustainability, documenting outcomes in comprehensive but focused appraisal reports

๐Ÿ—๏ธ Project monitoring and implementation support: oversee implementation phases including final evaluation and follow-up, and offer hands-on support to ensure successful use of funds to receive the desired outcomes

๐ŸŒ Sustainability leadership: apply and monitor EIB standards across climate, environmental, social and procurement dimensions to uphold best-in-class governance

๐Ÿงญ Technical assistance: provide guidance and support to project promoters through tailored technical assistance

๐Ÿค Teamwide support: support other divisions in evaluating and delivering projects that feature health components, and participate in other key sector initiatives and priority activities

๐Ÿ“ˆ Cross-functional collaboration: partner with the Bank's Operational and Global Directorates to identify investment opportunities aligned with country-specific priorities and strategic goals

๐Ÿ“ Policy and sector development: contribute to the Bank's sector policies by drafting and developing policy, methodologies and sector-specific papers, produce regular briefings and sector updates, and stay on top of emerging trends, best practices and legislative changes

โœ… Qualifications

๐ŸŽ“ University degree, minimum an equivalent to a bachelor, in medical, economic, technical or similar fields, and a post-graduate degree at master's level or equivalent in health economics, health management, health engineering, public health or another relevant specialisation would be an asset

๐Ÿ’ผ Minimum of 5 years, ideally 8 to 12 years, of relevant professional experience in the health sector covering the main aspects of the standard project cycle, in particular in relation to large-scale health projects and programmes in at least three countries, including low and medium income countries

๐Ÿฅ Very good knowledge of health sector policies, organization and functioning, including global and EU policies and current trends, with particular focus on health systems organization and financing, Sustainable Development Goals and economics of health investments

๐Ÿงญ Professional experience in providing advisory services and technical assistance gained with a consultancy, corporate, research institute or financial institution

โœ๏ธ Excellent writing skills and the ability to conceptualise and draft sharp reports, sector studies, papers and policy briefings, and excellent knowledge of English, with a very good command of French being a distinct advantage
