The Organisation for Economic Co-operation and Development (OECD) is an international organisation of 38 member countries that works to build better policies for better lives. The Directorate for Employment, Labour and Social Affairs (ELS) is the focal point for the OECD's work on building more inclusive and fair societies, through policy advice on quality jobs, investment in human capital, reducing poverty and social exclusion, better health-care systems, and good management of migration flows.

The Jobs and Income Division (JAI) of ELS is looking for a junior policy analyst with hands-on experience in tax-benefit modelling. You will contribute to the division's work on monitoring and benchmarking tax-benefit systems and assessing the impact of tax-benefit reforms on disposable income and work incentives. You will also support the regular update and development of OECD TaxBEN, which includes the OECD tax-benefit model, the country reports of the OECD Descriptions of Tax and Benefit Systems series, and more than 15 large databases of indicators, such as benefit replacement rates, participation tax rates, marginal effective tax rates, the adequacy of last-resort benefits, and labour costs.

Policy Analysis

๐Ÿ“Š Contribute to JAI's analytical work on income support, redistribution, and work incentives

๐Ÿ” Monitor and assess recent changes in national tax-benefit systems

๐Ÿค Support member countries in designing tax and benefit reforms that improve redistribution and employment outcomes

๐Ÿ“ Review and analyse inputs from national governments on recent tax and benefit reforms, integrating relevant information into the OECD Descriptions of Tax and Benefit Systems series

Policy Modelling

๐Ÿงฎ Contribute to updating and validating the OECD Tax-Benefit model for selected countries

โœ… Check the accuracy of the calculations and carefully validate results with national experts

๐Ÿ“ˆ Use the OECD tax-benefit model to assess tax and benefit reforms under discussion or design at national level, or recommended by the OECD

Dissemination, Liaison and Outreach

โœ๏ธ Work alongside other team members to draft OECD reports and policy briefs on income support, redistribution, and work incentives

๐ŸŒ Contribute to the dissemination of OECD tax-benefit indicators and analytical outputs

Ideal Candidate Profile

๐ŸŽ“ An advanced university degree in economics, social science, law and economics, statistics, or another relevant field, with a strong foundation in quantitative analysis; a PhD would be an advantage

๐Ÿ’ผ At least two years of professional experience analysing tax-benefit systems and redistributive policies in the last three years

๐Ÿงฎ At least two years of extensive hands-on experience in tax-benefit modelling in the last three years

๐Ÿ‡ช๐Ÿ‡บ Recent hands-on experience simulating and assessing tax-benefit reforms using the European Commission's microsimulation model, EUROMOD, would be a strong advantage

๐Ÿ“Š Proven experience processing, managing, and analysing large amounts of individual-level data, including income and labour force surveys

โœ๏ธ A proven ability to write and illustrate concepts clearly, adapting style and vocabulary for different audiences

๐Ÿค– Experience with AI tools would be an advantage
